Organizations questions Apang arrest, demand

AASUI serves 24-hour ultimatum

ITANAGAR, Aug 26: Organizations have voiced their grievances against the arrest of former Chief Minister Gegong Apang in the multi crore PDS scam.

The North East Students Organization (NESO) Secretary General Gumjum Haider while welcoming the investigation into the scam however questioned the manner in which former Chief Minister was arrested. He said that former chief minister should have been given excess to a lawyer as entitled for all the citizens. Reacting to reports of SIC team’s treatment of Apang, he said that every citizen should be treated with decency.

All Adi Students’ Union Itanagar (AASUI) yesterday served a 24-hour ultimatum demanding  handing over the PDS case to CBI, immediate suspension of M S Chauhan from the office of SP (Vigilance) and arrest of other accused in the multi-crore scam, failing of which it threatened to take its own course of action.

Meanwhile, Donyi Polo Mission Alumni Association has strongly condemned the ways in which former Chief Minister Gegong Apang has been arrested. Association has termed his arrest as saddest moment in the history of Arunachal as it signals the beginning of new era of political vendetta in the state.

Such kind of political vendetta has never been seen in Arunachal and this will surely influence politicians thereby hampering the peace of this state, association claimed. It has urged state government to show some kind of respect to senior leaders like Gegong Apang who has served the state for more than 20 years as chief minister.

Mori Rotgo Banggo Welfare Society (MRBWS), Itanagar has condemned the procedure in which the former Chief Minister Gegong Apang has been arrested.

While supporting stand of the Adi Baane Kebang, the Society said that instead of making the former longest serving Chief Minister of the state a victim,  the investigation authority  should arrest all other accused in the PDS scam irrespective of their position and the status.  

Expressing resentment over reported ill-treatment meted out to former Chief Minister, the Society said former CM should be treated not as criminal as he was arrested as witness.

On the other hand, Adi Baane Kebang Youth Front (ABKYF) terming the arrest of Apang unprecedented said that it was very unfortunate and not at all acceptable to the Adi Community.

Terming it gross violation of the collective sentiment and pride of the Adi Community, the Union strongly demanded that all the persons involved in the PDS scam be arrested within 15 days. If the authority fails to do so, then it will clearly indicate the discrimination of the Government of Arunachal Pradesh to a member of the Adi Community, it said.

ABKYF “fails to understand the logic for singling out and summarily arresting Apang out of all the people allegedly involved in the PDS scam. The circumstances and manner in which the arrest was carried out by Special Investigation Cell (SIC) smacks of personal vindictiveness as well as political vendetta at some quarters. We will never end our demands to book the officers involved in this conspiracy and we shall not rest till we are given justice” it said.

ABKYF further condemned the way the Investigating Officer (IO) behaved with the former Chief Minister while questioning whether IO has the right to drive the car of former Chief Minister when former chief minister had a driver. It demanded the state government to set up an enquiry committee to investigate the way the IO handled the case.

It further said that M S Chauhan, SP, SIC do not have unblemished service records. ABKYF intends to check out their service records and will raise the question to the government of Arunachal Pradesh that how officers of doubtful integrity has been appointed to investigate such an important case? It further added that let us not forget that even in Arunachal Pradesh as a whole, Apang is the senior most Congress leader in terms of his dedication and commitment to the Congress Party while adding that almost all the Congress Party leaders in the State today have been one way or the other, groomed by him. Therefore, it is not only appalling to see the kind of ignominious treatment meted out to such a senior person as Apang, but it also a gross violation of propriety and decency by his own Party men, the front added.

“It is learnt that Apang was summoned as a witness U/S 160 Cr Pc, so his arrest seems politically motivated. As we are given to understand, he is not an accused man in this case, hence why arrest of a man who is not an accused? This action of SIC is beyond our comprehension. Without giving any opportunity to explain his side of the story,  Apang’s arrest seemed pre-planned by SIC”, it added.  

As demanded by Apang, for the general interest of the people of Arunachal Pradesh, let the case of PDS scam be investigated by Central Bureau of Investigation, the front added.  It further asked why the government of Arunachal Pradesh was hesitant to handover the case to the CBI?

Why it has entrusted investigation of such an important case which has a large scale public interest ramification to a team of state police that does not even know how to treat one of the senior most public leaders of Arunachal Pradesh not to mention of the Adi people.

 

Law should be equal for all: Apang

ITANAGAR, Aug 26: The former chief minister Gegong Apang in written statement today said that no exception should be made “to me for being the former chief minister of the state because in the eyes of the law all are equal; but it has to be ensured that justice is delivered to the people of the state equally. If I am found guilty, I am ready to face the consequences under the due process of law and in this context I would like to declare that I am ready to quit politics forever”.

Reiterating his demands, he further requested all authorities concerned and Guwahati High Court to issue necessary directives to hand over the on-going-case to a competent and neutral investigating agency like CBI so that it unearths the real guilty of the PDS scam and punish them as per the law of the country.

He further added that  CBI should have also no apprehension about taking over such onerous responsibility on account of any logistic constraints since Arunachal Pradesh is now well connected and all infrastructure are readily available for necessary investigation.

The former Chief Minister further added that “a whole lot of misgivings have been created among sections of the public following his summon by SIC and subsequent arrest in the PDS scam.

He further said that “adverse and biased reporting in some section of the press has caused irreparable damage to my image and reputation”.

 

Govt denies involvement in arrest of Apang

ITANAGAR, Aug 26: In the wake of widespread criticism by several quarters accusing the State government on the arrest of former Chief Minister and veteran Congress leader Gegong Apang, the Government Spokesman and Power Minister Jarbom Gamlin has denied any involvement of the State Government in the ongoing investigation by the Special Investigation Cell (SIC) Vigilance in connection with the multi- crore PDS scam.

Addressing a press conference here today, Gamlin refuted the allegations on the government over the issue and clarified that the SIC has been constituted by the Gauhati High Court to investigate into the PDS Scam. Adding that the State government has no role in the PDS scam investigated by the SIC Vigilance under the direct control of Gauhati High court, the Govt Spokesman termed the allegations as unfair and uncalled for.

Quoting Gauhati High Court judgement order dated 15th June 2007, Gamlin informed that the Gauhati High Court has created the SIC to investigate all cases related to PIL 50 of 2004 on PDS scam and directed M.S Chauhan, SP SIC, Vigilance for conducting investigation properly, independently and expeditiously. The court order further directed SP Chauhan to report directly to the court and not to any other state agency, he added. Gamlin further informed that in yet another High Court judgment order dated 24th Sept 2009 citing that complete separation of judiciary from executive has not yet taken place in Arunachal Pradesh, the trial of SIC (Vig) on the multi-crore PDS scam has been transferred from the Court of DC-cum- Special Judge, Western Zone, Yupia, Itanagar to the Court of District & sessions Judge, North Lakhimpur to ensure that the trial of the cases is conducted fairly, efficiently and without any delay or obstruction. Protestors against power projects arrested, AdiSU terms 144 CrPC violations of rights

ITANAGAR, Aug 26: The Adi Students Union has vehemently condemned the state government and district administration stating that it was curtailing the democratic rights of the citizens by clamping 144CrPC after a bandh call against the Lower Siang Hydro Electric Project was declared.

AdiSu president Tapu Mibang informed on the phone that, ‘the state government and the district administration who are in the grips of Jaypee Associates has violated human rights by restricting our right to expression and life by declaring 144 CrPC’. The arrest of our members before the bandh is also violation of our human rights as we had planned the bandh in a non-violent way and no public or private property has been destroyed in the bandh, added Mibang. Further condemning the full use of police machinery in curtailing the bandh, Mibang said, ’It was appalling to see the four buses of additional CRPF brought in to Pasighat as if it was a war zone and a Naxal infested area.

‘We are peaceful people but when pushed to the limits we know how to retaliate’, Mibang said. Altogether fifteen students and activists at Pasighat, one AdiSU executive body member at Patum bridge in West Siang including Siang Peoples Forum chairman and APPSU advisor Ojing Tasing was detained by the police from Siang Guest House in the early hours today by the police, informed sources. However the bandh was peacefull and no untoward incidents have been reported so far.

Till the latest updates, AdiSU activists and Jawaharlal Nehru College Pasighat students have put up at police station Pasighat rallying for the release of the detained AdiSu activists.

 

Sena demands dismissal of DRROs

ITANAGAR, Aug 26:  Arunachal Anti Corruption Sena in a letter to Chief Secretary said that during 2004-2005 when the present Chief Minister Dorjee Khandu was the Minister for Relief and Rehabilitation and disaster management minister, 14 District Relief and Rehabilitation Officers (DRROs) were appointed without adhering to the laid down recruitment rules.  

Its president Subu Kechi while demanding that all illegally appointed DRROs be dismissed from thier service said that all the posts should be advertised afresh. He further called for suspension of the than Director of Relief and Rehab T T Gamdik for his involvement in the appointment of 14 DRROs.

The Sena further said that it would be compelled to knock the door of the court if these fourteen DRROs were not immediately dismissed.

 

KKSU decries empty offices

ITANAGAR, Aug 26: Kargu Kardi Students Union (KKSU) while furnishing photographic evidence said that the positions of the Government establishments in rural area are in pathetic condition. It said that the district administration is undermining the situation and is reluctant to act against the absentee government staffs. The offices and quarters of various departments such as PWD, PHED, and Veterinary are at ruins while adding that there is no staff to attend and look after them but the official records shows that for every department there are sufficient staffs to run it.

Except for the administration offices, rests of the govt establishment are almost defunct till date, it said while adding that the local people are encountering uncountable hardship because of absentee government officers.

It appealed the government staffs to return to their respective posted area while adding that if they continuous to evade their duties harsh action against them would be initiated.

 

Assam Rifles pitches in to transport fuel, gas

KHONSA, Aug 26: In the wake of the economic blockade imposed by AASU and other organizations, the people of Tirap are facing acute shortage of petrol, diesel and cooking gas. Playing the role of a good Samaritan and truly proving to be a friend of the hill people, the 19th Assam Rifles posted at Khonsa extended its much-needed help in transporting fuel and gas from IOC, Tinsukia. On the evening of 25th Aug  the consignment escorted by Major Karan and DFCSO Amit Bengia along with other personnel safely brought to Khonsa to the relief of the local populace. When 19 AR was approached by the district administration the officers volunteered to help without any hesitation.

In the meantime strict rationing has been imposed by district administration on food items, fuel and cooking gas to ensure equitable distribution of these items to all consumers. The indefinite economic blockade continues in spite of effort at all levels to plead the AASU leadership to lift the blockade. All the prominent public leaders of Khonsa and Tirap Women’s Welfare Association have appealed to AASU leadership to lift the blockade at the earliest in the interest of people living in both sides of the border.(DIPRO)

 

Arunachal to participate in Krishna Khaitan Badminton Tournament

ITANAGAR, Aug 26: Arunachal Badminton Association (ASBA) has announced a 19-member squad for the Krishna Khaitan All India Junior Ranking Badminton Tournament to held at Punjab  from September One to six next.

Arunachal will participate in Under 13, Under 16 and Under 19 years category. The team led by Laa Ribe as Manager will leave here tomorrow for Punjab.

APB & OCWWB awareness camp concludes

ITANAGAR Aug 26: The Second phase awareness camp cum meeting of Arunachal Pradesh Building & Other Construction Workers Welfare Board led by its Chairman and the Secretary concluded today at Dikrong Power Station, NEEPCO Ranganadi Hydro Electric Project today.

Addressing the gathering at Yazali yesterday APB&OCWWB Chairman Jalley Sonam highlighted the benefits provided by the board and appealed the workers to avail the benefits and assured to look into the wages and Bonus problems of the departmental labour.

Meanwhile, the Chairman concerned at the HoD of the Agriculture Farm, Yazali for not allowing the workers to attend the awareness meeting of the Board, advised the HoD to cooperate with the workers so that they could know and avail the benefits provided by the board and also advised the workers to dedicated in their duties.

He further advised the HoDs of the every department to assist their workers.

He further suggested that in such mega labour awareness campaign of the government, the inclusion of HIV/AIDs awareness topic/camp would give better result, as labourers are more vulnerable. APB&OCWWB Secretary Ojing Darung also advised the workers to submit their membership form to the board and highlighted about the various labor welfare schemes of the board.

He further responding to a memorandum submitted by the AAPWU Yachuli Block said that in the coming board meeting, enhancement of labour/worker wages would be discussed on priority and expressed the hope that the wages and other workers benefits amount would be increased.

AAPWU Deputy Secretary General headquarter Rakhe Boda concerned over the HoD of Agriculture Farm Yazali for not allowing his workers to attend the labour’s benefit awareness camp organized by the government appealed to the HoD to maintain cordial relation with the labour.

The AAPWU Deputy Secretary further appealed all the HoDs of every district to help the workers while filling up membership form and also to inform the workers about the benefits provided by the board.

However, the workers of the farm also attended the awareness camp after much persuasion.

Earlier, All Arunachal Pradesh Workers’ Union, Yachuli block President Likha Taram in a Memorandum to Chairman appealed for establishment of Labour and Employment Office at Yachuli, immediate release of adhoc bonus in respect of casual staff of PHE Department, Ziro Division, enhancement of casual/contingency worker’s wages from Rs.90 to 200 per day.

On the occasion, besides distribution of free exercise books to all the 400 above workers by the board, All Arunachal Pradesh Workers Union, Yachuli Block presented cultural programme.

Later, the Chairman and the Secretary along with Ranganadi Hydro Electric Project Deputy Manager (P&A) Oni Apum, AAPWU Deputy Secretary General Rakhe Boda and Labour Officer, Lower Subansiri District T Ete visited Dam site and Dikrong Power Station.

Meanwhile, the workers expressed their willingness to fill up the membership form of the board so that they can avail the benefits.

The arrest of former chief minister Gegong Apang in

PDS scam is a watershed in the contemporary political history of Arunachal.

There is a lot of talk on the streets regarding the timing of the arrest, the manner in which it was carried out and even about possible motives behind the overdramatized unfolding of events.

As due respect extended to a senior statesman, was the sanctity of the process of justice upheld, was it law of the land that was followed or the law of the landed few? These are questions which perhaps time and the court will answer.

The manner in which arrest was done left a lot of bad taste in the mouth.  The way it was executed made Bollywood plots and sensationalist news channels look unintelligent.

To see this happening in an honour-bound tribal value system was hard to swallow- after all age does need to command respect.

 If we step back and consider the core issues in the entire episode somethings remains unexplained. Why does a PIL filed in 2004 regarding the PDS in the state of Arunachal raise its head only in fits and starts and that too in well timed moments?  That needs explanation.

But the timing of the arrest could not have been more perfect and it deserves accolades as it managed to divert the attention from some issues. The media in the state had a field day as the events unfolded. What more, the Assam based media houses so far busy fuelling tension in Assam and Arunachal on boundary issue too was distracted. Devoid of media intrusion, at least people along the boundary are talking peace!

On the other hand, Apang was to meet the Congress chief Sonia Gandhi on Aug 25. The meeting was seen important by Congress watchers given the fact that Congress party elections are just around the corner.

This is not the first time that the Congress party has seen such a crisis prior to party elections in the state.

Perhaps a mere coincidence but in Dec 2007, Wangcha Rajkumar, a contender to the party leadership in the state was mercilessly killed.

 The arrest also has brought to the fore many questions regarding the functioning of PDS in the state.

Even though the government would like to believe that PDS have been overhauled in the state, citizens continue to bear the brunt because of poor delivery system. The Food Corporation of India is not too enthusiastic at taking over the PDS in the state even at the request of the government. As the drama continues people are at the receiving end.

Even as FCI and state government figure out what to do with PDS, Agriculture Minister Sharad Pawar informed the Parliament that delivery is off track. Apart from poor delivery of rice and other items in the state, there has been almost 100% diversion of wheat!

The centre has threatened to withdraw allocation of wheat and has raised serious question mark on the delivery system. These are larger issues that the government needs to take in account if it is serious about PDS in the state.

Even though we are made to believe that state does not have a hand in arrest of Apang, arresting him obviously is not the final solution to the problems confronting the PDS in the state. One could just hope that the arrest is a catalyst to book all the guilty as well as rectifying the crisis that continue to hit PDS in Arunachal.

 

Villagers willing to donate land on condition

ITANAGAR, Aug 26: Jeru Village Welfare Society claimed that people of Jeru village under Katan circle of Upper Siang district is willing to donate 250 hectare of land for Lower Siang hydro electric power project.

Welcoming the project, society informed that Kaying area situated in southern part of Jeru village is suitable to establish offices of Jaypee. However society wants state government to bring in certain developmental projects like setting up of polytechnic institute, establishment of primary health centre and residential school, job reservation for local villagers and special package for affected area of Lower Siang Power.

 

Saaya gets relief

ITANAGAR, Aug 26:  The election of Likha Saaya from Yachuli assembly constituency got the seal of approval from the Gauhati High Court with the disposal of election petition No 5/2009 filed by Nikh Kamin against Saaya and Jotam Toko Takam.

After hearing the arguments of the counsels, judge IA Ansari in his  judgment on August 19 lastpronounced, “...the election petition being vague and devoid of ‘material facts’ are hereby struck out and the election petition is rejected on the ground that it does not disclose any ‘cause of action’.

Kamin (a candidate of All India Trinamool Congress) had lost the election to INC’s Saaya by 42 votes.

Of the 376 postal ballots, Saaya got 197, Kamin 125 and Takam of PPA 34.

“However, none of the said 376 persons, who had cast their votes through ‘postal ballot’, falls in any categories of voters, who are eligible to cast their votes through ‘postal ballot’, and, hence, the votes of all 376 voters were invalid and ought to have been counted in the election,” contended the petitioner.

“Unless, therefore, one states the reasons as to why he contends a person, though eligible to cast vote, is not eligible to cast vote by means of ‘postal ballot’, would remain as bald allegation, particularly, in a case of present nature, wherein it has never been the lection petitioner’s case, who had cast their votes by means of ‘postal ballot’, were not eligible voters. Their right, therefore, to cast votes in the election, in question, is not dispute. The dispute is confined to the means adopted by them to cast their votes. In such circumstances, the election petitioner ought to have clearly stated, against each one of such voters, as to why he or she was, though eligible to cast vote, was not eligible to cast vote by means of ‘postal ballot’.

Having not assigned the reason, the election petitioner cannot but be held to have not given ‘material facts’ in his election petition. The pleadings, in the election petition, need to be, therefore, struck out as a whole,” the 92-page order said.

 

Army vouches to support girl education

WAKRO Aug 26: The girl child and teachers of Wakro received a pat on the back with firm assurance from Maj. Gen. G.S. Katoch, VSM, General Officer Commanding the 2nd Mountain Division of the Indian Army that “The Army will continue to support good works of public welfare and will always promote girls education.”

The GOC said that he is always keen to reach out to institutions dedicated to public welfare, as he dedicated the hundred bedded hostel for girls in Wakro today. The hostel is built by the Distrcit Education Department to facilitate quality living of the girls pursuing education.

The GOC during his visit met S.Mundayoor, coordinator of the VT-AWIC Library Network who presented a detailed report to Gen. Katoch on the VT-AWIC Library movement. He also informed the Gen Katoch about the support rendered by Governor of Arunachal Gen. (retired) J.J. Singh, the district Education Department and administration and the inspiring involvement of voluntary organizations in promoting the library movement.

Anugrah presented an updated Photo Report “ Ideal Parenting - Indian Army shows the Way” to Maj. Gen. G.S. Katoch which contains the many efforts made by the Lohit Brigade and DAH Division in promoting education of the girl child in remote Arunachal. Col. H.S. Chouhan informed the visiting dignitary about the efforts made by ASSET in improving education to which the GOC assured further support. He was informed that 13 out of a total of 20 girls who qualified in the written test by the district education deptt. for “Pratibha Khoj” award were from the KGBV, Wakro.

DDSE, Lohit K. Rina assured that the education will continue to make all out efforts to ensure quality education.

 

Block Level Inter Schools sports competition

ITANAGAR, Aug 26: Nehru  Yuva Kendra , Tezu conducted Block Level Inter Schools Games and Sports Competition at Tezu from Aug  23-25 under Panchayat Yuva Krida Khel (PYKKA) in which ten schools participated.

Campaign on Gender equality

Ziro, Aug26: The Art and Culture Department, in collaboration with the North Eastern Zone Cultural Centre,(NEZCC)  Dimapur,  conducted two days gender equality campaign through folk Arts and Drama here  from Aug 25.

The inaugural function of the campaign was held at Bulla village where large number of students , youths , Panchayat leaders, local officers and  villagers  witnessed the three hour long cultural programme with a special Drama on gender equality. While the second day of the programme was concentrated at street shows with special emphasis on Gender equality through songs and Drama in and around Old Ziro area.

Apatani Cultural and Literary Society, President , Hibu Tadi who attended the inaugural function as Chief guest , said, gender equality do not only mean  giving equal opportunity of education to our children, it also means equal sharing of ancestral property, equal distribution of domestic works, sharing of responsibilities and burdens.

Lower Subansiri DACO, Tanya Siga, in his welcome cum keynote address   acknowledged and thanked the role of the Apatani Students Union (ASU) in conducting the campaign successfully, particularly for their role in script writing and direction of the Drama on gender equality.  Thanking the young school children for their  support and cooperation  in the programme, Siga said the participation of   young school children  and their role as artistes in the Drama as well as folk dances  has immensely attracted and  inspired their parents. Solung: Ritual and its origin

Arunachal Pradesh is a land of colorful festivals. Festivals are inseparable part of socio-cultural life of people of the state. Most of the festivals of the indigenous communities like Solung, Nyokum, Mopin, Dree etc. are celebrated primarily to appease the gods and goddess for all round socio-economic development to live in peace and harmony.

The Adis have a number of major and minor festivals like Solung, Etor, Unying-Araan, Donggin etc. which are related with the annual agricultural activities. The most popular among them is the Solung.

“Solung’ is celebrated annually during the first week of September. It is mainly celebrated in East Siang, West Siang Upper Siang and Lower Dibang Valley. Solung celebration lasted for seven days. On the first day, Mithun, pigs etc. are sacrificed early in the morning. This is called `Ardo-Baado’. On the second day, called `Yegling’ day, arrangement for special feast for children is made in every house called `Agaam Gampu’. The third day is Nyatdung, the preparation day for binnyat offering. On the fourth day, member of every family goes to the field and perform Binnyat ritual offering kine naane (the goddess of crop and prosperity). This part is called binnyat. On the fifth day, the pator mijing (or patron of a village) make small bows, arrows and fasten atop the doors of every house of the village to resist evil spirits from entering the house. This parties called Ekop or Taktor. Thus, Solung has three parts namely, the liimir, liibom, Binnyat and Taktor or Ekop.

The Solung Aabang has three sections:-

l. The first section is called Liiimir Liibom or Sopi Yekpi Aabang narrating the creation of the universe including animate and inanimate.

2. The second section is the Binnyat Aabang dealing with the progress of the race and development of agriculture and how the food grain came to exist in the world.

3: The third section is called Taktor or Ekop Aabang dealing with the titanic struggle between the Tani (the mankind) and Taro (the beast) and his emissaries like Yapom (spirit of forest and mountain) etc.

All the facts are manifested in the Solung Aabang. The Solung Mirik narrates all these facts keeping Sedi in the central theme.

Origin of Solung: Kine Naane (Goddess) bestowed ‘Lune’ and ‘lutor’ upon the Daadii Soomii land and issued divine decree to observe them as festival. They observed this festival every year. Domestic animals multiplied after observing this festival. They become prosperous.

Seeing the prosperity of Daadii Soomii land, the Engo Takar people become jealous of them as  they had no domestic animals. They wanted to acquire domestic animals from Daadii Soomii land. For that they hatched a trick ‘Daadii-Miiko lombo, Daadii Miiko-Pokbo and Engo Luutum luumuk went to the rivers ‘Engo Siilo logong’ and ‘Daadii sika Pangkok’ for fishing regularly. As per the plan they fixed fishing traps against the gushing water of rivers. ‘Engo Takar made an image of woman and erected it at the route that passes to the rivers where Daadii-Bote, the head of ‘Daadii Somi’ people uses to visit for fishing or other purposes. One day Daadii Miko Pokbo and Daadi Miko Lombo asked ‘Daadii-mira migang’  and Daadii miring legeng to see their fishing traps next morning. Next day, early in the morning they set forth for the rivers. On the way, they found the image standing in front of them, thinking that the image to be a living human they began to talk to it. However, she smile but did not talk to them. Annoyed with such behavior ‘Daadii Mira’ migang pushed the image into the gorge leading to the river of ‘Engo Silo Logong’. Engo Takar people called the image Nanyi Pumtung Rube. They claimed Nanyi Pumtung Rube was one of the living members of the Engo-Takar land, not an image.

The Engo-Takar people claimed compensation for Pumtung Rube. After a confrontation they got one female Mithun and a female Pig from Daadii Somii land as compensation for the death of Pumtung Rube. Daadii Somii seceded for Lune and Lutor festivals to Engo-Takar people. They begin to observe the festival seceded to them by Daadi Somii. Tani inherited this festival from Engo-Takar people. ITANAGAR, Aug 26: Karate Instructors Nanu Sangha of Director of Sports and Youth Affairs and Rokom Dagi, branch chief instructor of Upper Subansiri District Wado-Kai-Karate Do Association became the first Arunachalees to qualify in a world level technical seminar under Japan Karate-Do-Federation rules.

The instructors duo achieved the feat under Japanese Karate Master Hoshito Kondo during World Karate Do Cup 2010 held at Nogaya City of Japan recently.

Further, Likha Lej and Sinne Mikhu both from Sangey Lhaden Sports Academy reached up to the quarter-final level in the Karate World Cup. Likha lost to Jesse Mooney of USA and Mikhu went down fighting to Hirold Masamotto of Japan .

Meanwhile, Arunachal Wado-Kai Karate Do Association lauded karateka quartets for their remarkable achievements and also thanked those who have extended support to the players in cash and kind to participate in the Karate World Cup at Japan.

 

Govt clarifies on head load carriage

ITANAGAR, Aug 26: Lack of suitable dropping places, landing ground and inclement weather, especially during monsoon in some remote areas of Kurung Kumey district along with Govt.’s inability to afford the expenses involved in Air sorties were some of the main reasons why the State Government prefer Head Load Carriage System over Air Dropping for supply of PDS items in those remote areas, a press statement issued by Parliamentary secretary for Civil Supply Lokam Tassar said.

Government had decided to reintroduce Head Load Carriage system on August nine in continuation of air dropping of essential ration commodities (ERCs) to CPO centres to ensure the food requirements for people of all walks of life, including government agencies, students and general public, the statement said while clarifying AKKDSU’s demand for cancellation of reintroduction of Head Load carriage system.

It also said that a meeting with AKKDSU and PR leaders was held in the conference hall SIRD, Itanagar under the chairmanship of Pisa Gonia, Chairperson, Zilla Parishad, Kurung Kumey district regarding re-introduction of Head Load carriage system and resolved that air-dropping of ERCs to CPO centres to continue and students community would be given priority for issue of ration from CPO centres and Head Load Carriage to be introduced for PDS items.

It added that PDS related activities are empowered to PR leaders for monitoring at grass root level.

The Demand for Air-dropping of PDS items started during 2005 to 2007 as an alternative arrangement in the floor of Assembly by the legislators and general public. But, the State Government could not materialize air-drop due to some ‘contradiction in system’ in guidelines and inability to bear financial involvement of over Rs.100.00 crore for PDC Damin and Vijayanagar, it said.

Head Load Carriage system was discontinued following protest from various organizations in April 2009.

Meanwhile, Damin Parsi-Parlo Youth Organization claimed that people of their area are facing great problem due to non-availability of food grains and people have to walk whole day to reach Sangram to purchase essential commodities.

Expressing strong resentment over the apathetic attitude shown to the people of those remote areas, especially Damin and Parsi Parlo, by the politicians of Kurung Kumey district by favouring head load carriage of PDS items, the organisation appealed to the chief minister Dorjee Khandu to look into the matter seriously. It further reminded the govt of its assurance for banning head load carriage system and re-introduction of air-sortie in the district.

 

Before Corruption spills over

Dear Editor,

This has reference to the article-“Corruption –a way of life” by Tom Simai which was published in the Arunachal Times on 22 August . In the article, the writer concluded that the existing rampant corruption in the State is here to stay as contemporary culture of Arunachal and we have to accept it. Simai is of the opinion that prohibition of corruption will lead to socio-economic chaos; will completely halt our daily system. The article would be soothing for a section of people in the State who are corrupt and amass huge wealth and money and it will be shocking to those who believe corruption should be curbed.

The writer has, no doubt the right for his opinion on corruption system, but I am in total disagreement with his conclusions that corruption should remain as a way of life of contemporary culture of Arunachal. I believe, the people of Arunachal will not accept the present level of corruption to remain as a part of their culture in the coming days, though they look helpless to fight and speak out against the system at present. A day is not very far when the common citizens and honest persons in our State will boldly speak out against the corrupt practices and fight for justice.

Let me suggest some steps for fighting corruption in our State:

Spirit of patriotism: If we love our State, shunting corruption in our life is one of the best way to show our patriotism. Action speaks louder than words. Let show in our deeds.

Wealth and Money accumulated through unfair means brings curse: Money and wealth, of course, is very important for us. We cannot live without them. However, accumulated wealth and money through unfair means brings more of curse than blessing. Whichever religion you may belong, God keeps a record of your corrupt practices and He will act at appropriate time to correct you, which will be harsh and bitter.

Holding public office to serve and not to exploit: People holding positions in the society should know that we are here for serving people and not for exploiting them.

Contentment within needs: Human wants are unlimited and the means to satisfy them are limited. On the other hand human needs are limited. It is possible to satisfy human need but not human greed. Learning to be in contentment with basic needs –food, clothing and shelter is one sure way to fight corruption.

Being vigilant is the first important step for fighting corruption. Through our vigilance, we should know where, how and when corruption is taking place. This will help us fight corruption effectively.

Not accepting bribes is a good way to fight corruption.

It takes a lot courage and strength to fight corruption. Only courageous people will be able to fight the corrupt system. Courage comes to us when we are honest and maintain integrity in our life.

We should know that the sweetest bread we can have is the bread we earn from our sweat and labour. Let dignity of labour and work culture occupies our life, corruption will flee.

Building public opinion and pressure groups against the prevailing corruption system is very important.

Right to information Act has become a handy tool for getting various information on schemes and programmes of organizations and institutions. We should use RTI to fight corruption.

We should train our children in schools and homes the evil effects of corruption and to stand up against it. This will be one of the most effective way to fight corruption in the long run.

There are many ways for fighting corruption and my suggestions are only a few of them. Whatever may be, we all should know that corruption brings chaos, disintegration in the social fabric. It may be Utopian to think of zero level corruption but curbing corruption to a tolerable limit is definitely possible if we all fight together. Arunachal with such abundant resources can be no-1 State in the country if we work together and reduce corruption level.

With a lot of money  pumped in for the State for exploitation of its rich resources, there are plenty of openings for corruption. Unless we curb the corrupt practices prevailing in our State, doomsday is not far when we and our future children will lose the freedom and liberty we enjoy today. Come my dear brothers and sisters, lets all think, act and fight corruption for our collective well-being.

Alternative ways for 'Development'

Dear Editor,

I read a letter 'Hydro companies are not run by fools' Aug 25 by Javon Samon. No doubt, these companies are not fools. They are far more cunning than people of the north-eastern states can imagine. We stand nowhere when it comes to cunningness and making profit. However we all are equally corrupt. But when it comes to cunningness, people of north-east are not yet cunning enough. That is the reason we believe in the idea of development shown by these companies to us through bribing our state governments.

 First thing first. Samon has cited the example of Himachal Pradesh where hydro projects are coming up. But the rivers are very few, the number of dams are also very few. It’s not as many as in Arunachal Pradesh. Most importantly, the size of the rivers is very small compared to the rivers in Arunachal Pradesh and Assam. So drawing comparisons among rivers of Arunachal and those in Himachal is not a wise thing to do.

Secondly, Samon that for development, the hydro power companies should construct the dams otherwise people have to live at the same stage where their forefather lived. At least the forefathers lived. With the number of dams looming over our heads and home, we don't know when we might face a catastrophe. Many countries have developed their economy based on agriculture and horticulture. Arunachal Pradesh can become the fruit basket of the world if we harness our agriculture potential. Small scale industries can be set up in each village and medium sized factories for fruit based products can come up and earn revenues and create sustainable development. But who wants to work hard in Arunachal? Everyone is happy with easy money. The grass called money has been fed well by the power companies for the time being to the naivette population of this tribal state.

Govt is answerable to the people on the way Apang was arrested

Dear Editor,

I was surprised to read about the arrest of Mr Gegong Apang.

I don’t know much about PDS scam and I was thinking that it will be another case buried inside the files. But then arrest of Apang gave me some hope that case is being investigated.  

But than what about others involved in the case? Have they been caught? What is the status of the investigation?

These are the answers we should be seeking. And the most disturbing stuff in the arrest of Apang was the method used. He has not been convicted yet. Why was he treated like a criminal by the SIC team? It sure does reflects on the government even though your paper quoted Home Minister as saying that he had no idea about arrest. It is little difficult to digest the fact that home ministry had no idea about the impending arrest of the former chief minister. Are they trying to hide something by feigning ignorance? I may be wrong but my understanding is that security is a state subject. Has SIC gotten its own set of security?

Government is answerable to people on the manner he was arrested. Some kind of decency should have been shown by SIC team. The behaviors are an indicator that something is seriously wrong.

The investigation must be fair and impartial and all those involved must be taken to task. They should not be selective about who they pick on. If Apang is guilty, he should be taken to task too. But even before his conviction, if the police start behaving like god, its smacks of something. Is the string being pulled from somewhere else? Certainly, the High Court will not allow a police officer to misbehave with a citizen.

Cobweb of mistrust and blame game

Dear Editor,

The first ever statement from the government, on the Shimhokho stalemate since August 14 last, vindicates our position that the none of the NSCN factions are involved in the recent incidents of firing or burning down of huts at the Assam-Arunachal boundary.

We welcome Home Minister Tako Dabi’s honest and factual revelation about the ground realities and the reasons behind the unwanted and unfortunate incidents.

However, we still reiterate the demand for a thorough and impartial enquiry into the happenings since August 14 last in order to ensure that the whole nation particularly the two NE states are not misled and government machineries are not befooled and misguided by a few vested interests holding responsible positions in the government.

It is highly desirable that those responsible for bringing the two, otherwise friendly, states to the brink of virtually waging a war should be booked.

It is very unfortunate that the entire north east is now caught in the cobweb of mistrust and blame game perpetuated by irresponsible statements and reports in the media. What could have been nibbed in the bud has been allowed to aggravate due to nefarious designs of senior officials of Assam, and now it’s for them to douse the burning fire.

Assam based media too cannot be absolved of the responsibilities for the problem that is fast taking its toll. Since August 14, the media was churning out concocted stories, some even went to the extent of continuously broadcasting live saying the cadres of NSCN (IM) were very much within the striking range. This was the danger of highest order posed by an unrestrained media that went on a rampage creating hype and in the process the governments were pushed to the wall. No amount of apology or corrigendum would be enough to compensate for the losses; collateral, physical or mental agonies caused to the governments and their agencies besides the people at the place of occurrences.

Sensationalization by media of the highest order was at its peak endangering the life and properties of the people besides the law enforcement agencies; there was no restraint despite knowing fully well that those allegations could not be substantiated for more than a week. Those behind these acts were so deeply lost in the business that they even failed to reason how a convoy of an SP, who was in the midst of hundreds of his own armed personnel besides those hundreds from Arunachal Pradesh police and CRPF who were in complete domination of the area, could be attacked.

We also would like to know under what basis the youth, Tahjam Wangjen, injured by Assam police, was branded as NSCN cadre. By this term, both the media and the Assam police have to explain how according to them Tahjam Wangjen is ‘a man waging war against the nation’.

It is here that the Press Council of India as well as the CBI has a serious job to be accomplished so that the nation is not taken for a free ride dangerously again. It is imperative that necessary actions are taken or else there is no guarantee that nothing of this sort would not be repeated by vested interests in the near future.

Put an end to harassment

Dear Editor,

The letter entitled "Not all hate Arunachalees" by Mr.Bashab N Mahanta published in your esteemed daily in  "Readers Forum" conveys message of Brotherhood, Peace, Unity and Harmony among the communities of both the states of Arunachal Pradesh and Assam and deserve appreciation for his noble thoughts in promoting understanding and to root out differences and I wish he maintains the same opinion even when he is in Assam.

At the same time, the letter also had highlighted some incidents of police harassments on Arunachalee citizens plying their vehicles on Assam roads. Why such harassments?

It is just an attempt by the Government to make the administrative jurisdiction effective. Then why such discrimination to the people? The constitution of Indian guarantees equal rights to all the Indian Citizens irrespective of caste, creed or place where you were born .

The bone of the contention for hostility & hatred between the neighbouring states is well known to all. The Boundary Commission & the Supreme Court ruling should be strictly adhered by both Assam and Arunachal Pradesh to reach to a perpetual peace resolution.

Kudos to ASSU

Dear Editor,

The All Sagalee Students Union (ASSU) did an exemplary job by constructing a 10-bedded MIBT girls’ hostel for the girl students of the Govt Middle School, Longte Tapu Sagalee on Aug 17. Now the girls who have been staying in class rooms due to absence of hostel can  now accommodate themselves in the hostel.

I do acknowledge the contribution of the ASSU and congratulate all ASSU members for their generous contribution for the cause of students.

Fulfill the demands of KKSU

Dear Editor,

The Kargu Kardi Students Union (KKSU) has taken right decision to stage peaceful dharna at Aalo on Sept 10 in protest against dereliction of duty by Govt staff and in favour of its demand for posting of teachers in various schools of the district.

It may be mentioned here that there is no Mathematics and Science teachers for last two consecutive years in Govt secondary school, Darak. The upgraded Govt Higher Secondary schools at Tirbin and Liromoba have been facing shortage of teachers and as a result students of these schools show very poor results.  Therefore, I on behalf of the Kargu Kardi students studying in RGU extend my support to the proposed peaceful dharna. At the same time I request the education department take immediate steps for posting of adequate teachers before the dharna starts.

I also request the political leaders of West Siang district  not to interfere in transfer and posting of teachers and other Govt staff and  help the education department in implementing the education policies.

Grievances

Dear Editor

I would like to convey my message to the BSNL Employees Union of Arunachal Pradesh to look in to the grievances of the casual & contractual labours working in Arunachal Pradesh.

I do appreciate the works taken up by the BSNLEU AP looking into the cause of its worker. But what I felt is that it has to do more for its workers. The recent 6th Pay Commission has been implemented and the regular workers pay has been revised, hiked and enhanced. It’s a good sign.

But, what about the casual and contractual labour? The workers are discharging their duties diligently and the work load is also increasing day by day, but when it comes to salary it remains the same. We also deserve the right that our salary be enhanced. Most of the workers find it very difficult to meet their ends. They are the only bread earner of the household and present salary is not enough to prop up their family. Time and time again this matter has been apprised, but to no avail.

So, it’s an earnest appeal to the BSNLEU AP to seriously look into this matter for the welfare of its worker.

Demands not fulfilled yet

Dear Editor,

This is apropos the news items published in this daily on Aug 18 where it was claimed that 47 households of Pongging village have agreed that Jaypee Arunachal can conduct cadastral and other requisite surveys.

The claim that 47 houses agreed to survey is not correct. So far neither any compensations nor our demand have been fulfilled by the Jaypee and state Govt. Therefore, Pongging village have decided not to allow site survey in entire Pongging village.

Border needs attention

 Dear Editor,

The international border issue between China and us is a matter to ponder not lightly.  

China is now the world’s second largest Economy with world’s largest army, Navy and Air force. The announcement of Brahmaputra River damming up stream is also a heart stopping matter.

The laziness and ineffectiveness of our politician is well known to all the people nationally as well as internationally. Matter of fact is that Indian Politicians talk a lot and do nothing whereas our counterpart talks nothing and does everything.

If we look at the facts and history itself then we can look in to our weaknesses as well as our limited strengths.

India has about 2,00,000 solders in Arunachal Pradesh with a (18-20 nos)squadron of Sukhoi 30Mki jet fighters to fight against 6,00,000 Chinese Solders with 8 (20-25 nos)squadron of both long range as well as interceptor jets with three times the fire power of Russian build Cold war era Sukhoi 30Mki fighter planes. The long range missile capability of China is feared by American's and is next to none in the world. Recent mega road and rail project to Tibet is legendary in terms of engineering as well as logistics. And to counter this problem our great thinker Politicians have opted to use the good old ostrich solution. Close your eyes and there are no troubles to see.

China has the reputation of not caring much, what the world thinks about it. The best example is the 1989 Tiananmen Square Massacre in Beijing where government troops killed innocent students protesting against few issues. We should all be careful because history has a funny way of always returning and the 1962 war is just a foot note for them.

To live beside a sleeping Dragon like China where the best book is called the Art of War by Sun Tsui is a matter of no Joke. Its time we all wakeup from our hollowed dreams and look for a solution better then what we have.

My simple note to all my fellow Arunachaliee and true Indians is to wake up now from their sweet day dream and look for a solution which will lead us if not to Prosperity then at least a secured happiness.

Satyam Ispat GM dies

ITANAGAR, Aug 26: Satyam Ispat Banderdewa General Manager Rakesh Sharma died today morning following a heart attack. The mortal remains of the deceased has been sent to his native town Tinsukia, Assam, Banderdewa Bazar Welfare Committee General Secretary Kipa Hipik informed.

While expressing deep shock at the sudden demise of Sharma, Hipik informed that the shop keepers, traders of Banderdewa area will down shutters from 6 am to 10 pm to mourn the death of Sharma.

Meanwhile, Ngurang Changriang, member of Juvanile Justice Board of Papum Pare district deeply mourned the death of Sharma. He will be rembered for his helpfulness, especially towards poor and, with his death the business establishment, in particular, has lost a young and energetic persons who had sacrificed his life for the growth of the state's rod manufacturing industry, Changriang added.

 

Personality development camp

ITANAGAR,  Aug 26:  Akhil Bharatiya Vidya Parishad(ABVP)  of Pasighat unit has conducted personality development camp on Aug 21-22 at Daying Ering Memorial Higher Secondary School and IGJ government higher secondary school. About 95 students participated in the camp.

Nanom Jamoh, advisor to chief minister who is also member of right to education protection authority (REPA) attended inaugural session as chief guest. Various resource persons deliberated on topics like personality development, moral values, positive attitude, effective public speaking and how to develop leadership quality.

Valedictory function was graced by Hari Borikar, ABVP organizing secretary of Arunachal Pradesh, Assam and Meghalaya.

 

Assn. demands fresh Memo

ITANAGAR, Aug 26: All Subansiri Upper Project Affected Land Area Youth Association has opposed the memorandum reportedly signed between State Govt and KSK Energy Venture Ltd for Subansiri Upper Project on March 16 last.

Many likely to be project affected villages did not find place in the memorandum, the Association claimed. It demanded a fresh memorandum in presence of Local MLA, local leaders, president and secretary of the association and with prior consultation with the land affected people.

 Welcoming the Subansiri Upper Project, the Association said, there should be systematic approach for proper re-rehabilitation, compensation and job opportunities for the affected people and for proper infrastructure development in the area.  

 

CRPF 186 Bn launches civic action programme

ROING, Aug 26: With an aim to overcome the increasing mistrust of paramilitary force from people’s mind and to bring a sense of unity and brotherhood, the 186 Bn of CRPF stationed in Roing today launched its ‘civic action programme’, that aims at helping the citizen and create goodwill, making cordial and healthy understanding between civilians and paramilitary force.

Under the programme, a five day District Football Tournament is being organized, where eight teams from Lower Dibang Valley district is participating in the event.

Chief Guest T Karga, Superintendent of Police, declared the opening of the tournament through a ceremonial release by releasing dove, the symbol of love, spreading the message of peace.

Earlier, Commandant P John of the CRPF Battalion read out his message to the people of the district: “CRPF is ever ready to extend its help to people to build cordial and strong relation, so that together we can destroy all anti-social elements from our peaceful society.”

“We also wish to inculcate good habits in the children by organizing this football tournament, so that they grow up and become true citizens of our country.”

Most of the participating teams are from schools like VKV, Jawahar Navodaya Vidyalaya and Intaya Public School. The other team represents villages from nearby town.

Underscoring the need for police and public to coexist peacefully with understanding, John said, “Police and public are the two sides of the same coin. Both cannot exist without each other.”

“To strengthen relation between the two, this tournament will help us in integrating with the society.”

The first match today is being played between Abali and Koronu team.

Students and local people gathered to witness the ceremony appreciated CRPF and extended full hearted support to them. They also appreciated the CRPF for being a disciplined force.

Assistant Commandant B Shyam Nivas briefing to media said, “We will leave no stone unturned to live upto people’s expectation.”

He informed that under the civic action programme they will continue to organize more such tournaments and welfare programmes aimed at serving the people.”

Deputy Commandant, P Yadav of the battalion was among those present in today’s opening ceremony of the tournament.

 

 

Training on fish production

ITANAGAR, Aug 26: With a view to enhance fish production in Upper Subansiri District, Krishi Vigyan Kendra organized a day long training programme at Kuporijo on Aug 20.

Sixteen farmers from surrounding villages attended the training programme.

Dipjyoti Bora, Programme Assistant (Fisheries) spoke on “Integrated Duck cum Fish Farming” and discussed the different aspects of fish farming. He requested the farmers to practice this profitable farming system for proper utilization of duck as well as duck wastes.
